ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Prevention of Crime and Disorder
The primary function and operating style of the premise shall be as a cafe/restaurant where the sale of alcohol is ancillary to the provision of substantial meals.
A CCTV system shall be installed and (or alternatively where such a system is already installed) shall be maintained in working order and operated at the premises, prior to the use of the premises for any function other than as described above.
The system shall monitor and record all areas of the premises to which members of the public are permitted access whether upon payment or otherwise, whenever an activity authorised by this licence is taking place and/or the premises remain open to the public, whichever is the later.
The quality of the images recorded by the CCTV system shall be such that they are of practical value in the promotion of the licensing objectives.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant time and date.
The recordings shall be provided to officers of Lincolnshire Police on request.
Officers of the Lincolnshire Police shall be permitted access to the system at any reasonable time.
During all hours that the premises are open or licensable activities are permitted, a member of staff will at all times be on the premises and capable of operating the system in its entirety.
A defined area shall be provided for dancing, performances of dance and any entertainment of a similar description and this area (dance floor) shall be cleared of all non-permanent fixtures during the activity.
There shall be provided at the premises door supervisors to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for the provision of a licensable activity.
A record /log book shall be kept on the premises by the designated Premises Supervisor of every person employed on the premises as a door supervisor. The record shall include the following details:
Door supervisor’s name;
His/her Security Industry Authority Licence Number;
The time and date he/she commenced and concluded their duty;
The door supervisors shall sign each entry;
The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
There shall be no teenage functions.
Protection of Children from Harm
There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 21 years to produce one of the following forms of identification:
A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS);
Photo Driving Licence;
Passport;
Any other means of identification approved and accredited in writing by Lincolnshire Police Licensing Office.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate:
That it is un lawful for persons under 18 to purchase alcohol;
That it is unlawful for any person to purchase alcohol on behalf of a person under 18 years of age (unless the recipient is 16 or 17 years of age, is taking a table mean accompanied by an adult and consumes only beer, wine or cider with a meal;
That proof of age may be requested at the premises and those accepted means for proof of age as listed above.
