ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Prevention of Crime & Disorder
A tamper resistant CCTV system shall be installed and shall be maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police and must be 'Fit for Purpose' by complying with the following conditions:
The system shall be used to record during all hours that the premises are open to the public.
Where the recording is on a removable medium (i.e. videotape, CD, flash card etc.), a secure storage system to store those recording mediums shall be provided.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant time and date.
The system shall be capable of monitoring and recording satisfactory colour images from each and every camera continually e.g. multiplex facility.
The system must be capable of monitoring and recording entrances and exits, and any areas not easily observed by staff, including access areas to toilet facilities.
Any outside are used for the consumption of alcohol shall be fully covered by CCTV to the satisfaction of Lincolnshire Police.
The recordings shall be provided to officers of Lincolnshire Police on request.
Officers of Lincolnshire Police shall be permitted access to the system at any reasonable time.
Signage shall be clearly displayed informing customers that a CCTV system is in operation and recording on the premises.
During all hours that the premises are open or licensable activities are permitted, a member of staff will at all times be on the premises and capable of operating the system in its entirety.
All sales and supply of alcohol shall be by means of waitered service only, except in the area designated as the 'Bar Area' in accordance with the licensing plan.
Alcohol will only be sold and supplied as ancillary to the taking of a substantial table meal, except in the area designated as the 'Bar Area' in accordance with the licensing plan.
Prevention of Public Nuisance
All windows and doors to be closed after 22.00hrs if regulated entertainment provided.
Front door to remain closed at all times.
No drinking permitted at the front of the premises.
Noise generated by amplified music must be controlled by a noise limiting device set at a level determined by the Local Authority Environmental Health Officers, such level to being confirmed to the licensee.
Protection of Children from Harm
There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 18 years to produce one of the following forms of identification:
A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
Photo driving licence
Passport
Citizen card supported by the Home Office
All point of sale staff shall undergo training in the above policy with a record kept of the date of training, signed by the member of staff and the trainer. Each entry shall be retained for a period of 24 months from date of completion. This record shall be made available for inspection by Lincolnshire Police Officers or other parties acting on their behalf.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate:
That it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
That proof of age may be requested at the premises and those accepted means for proof of age as listed above.
