ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
General
Alcohol will only be served on the premises during pre-booked functions or events.
These functions or events will be pre-booked by way of a booking form in a written format.
The booking forms are to be retained and made available to the Police upon a reasonable request.
Prevention of Crime and Disorder
There will be good lighting in the car park area.
Any 18th birthday party/function to be notified to Lincoln Police Licensing Department within 10 working days of the date it will occur.
The capacity figure for the premises including staff and performers is 210 persons based on 94 square metres of main hall and 38 square metres of small hall and a ration of 0.5 square meter per person. It is accepted that for certain activities the maximum occupancy would need to be reduced according to risk assessments.
A defined area shall be provided for dancing, performances of dance and any entertainment of similar description and this area shall be cleared of all non-permanent fixtures and fittings during the activity.
During such activity all glasses shall be toughened or plastic.
Persons who are dancing in the premises in the designated area shall not be permitted to consume food or drink of any description or possess any lighted cigarette, cigar or object of a similar nature, within that designated area.
Real or artificial smoke shall not be produced in the premises.
Free cold drinking water shall be available at all times on request.
Public Safety
All lighting, fire fighting and ventilation equipment will be compliant with the latest legislation.
The Village Hall to have a No Smoking Policy in place throughout the building.
Prevention of Public Nuisance
The Hall is set back from the main road giving people time and room to disperse.
Signs will be clearly displayed asking people to leave the premises quietly.
Protection of Children form Harm
There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 18 years to produce one of the following forms of identification:
- a recognized proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
- photo driving license
- passport
- Citizen card supported by the Home Office
- Portman Prove It card
- Any other means approved and accredited by Lincoln Police Licensing Office.
All point of sale staff shall undergo training in the above policy with a record kept of the date of training, signed by the member of staff and the trainer.
This record shall be made available for inspection by Lincolnshire Police Officers or other parties acting on their behalf.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate;
a) That it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
b) That proof of age may be requested at the premises and those accepted means for proof of age listed.
Children under 16 years of age will be supervised at all times whilst on the premises by an accompanying responsible adult.
Signs will be clearly and visibly displayed at any bar, counter or servery to read "'Children under 16 years shall not remain seated or standing at any bar, counter or servery when alcohol is available for purchase"
