Additional Conditions

• Mandatory Conditions Club Premises

   

  A certificate which allows off sales to a member is subject to the following conditions:

   

  The supply is made at a time when the premises are open for the purpose of supplying alcohol to members of the club for consumption on the premises.

   

  Any supply of alcohol for consumption off the premises must be in sealed container.

  Any supply of alcohol for consumption off the premises must be made to a member of the club in person.

  Where the club premises certificate authorises the exhibition of films, the club must restrict the admission of persons under 18 in accordance with a recommendation of the film classification body or, where there is no recommendation, the recommendation of the licensing authority.

  The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises.

   

  The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability).

   

  The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available.

   

  The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark.

   

  The responsible person shall ensure that-

  a)              where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures-

  i)                            beer or cider: ½ pint;

  ii)              gin, rum, vodka or whisky: 25 ml or 35 ml; and

  iii)              still wine in a glass: 125 ml; and

  b)              customers are made aware of the availability of these measures.

   

  A relevant person shall ensure that no alcohol is sold or supplied for consumption on or off the premises for a price which is less than the permitted price'.

  'Permitted price' is the price found by applying the formula P = D + (DxV)

  (i) P is the permitted price,

  (ii) D is the rate of duty chargeable in relation to the alcohol as if the duty were charged on the date of the sale or supply of the alcohol, and

  (iii) V is the rate of value added tax chargeable in relation to the alcohol as if the value added tax were charged on the date of the sale or supply of the alcohol.

   

  All individual(s) at the premises for the purpose of carrying out a security activity must be licensed by the Security Industry Authority.

• CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE

   

  Any misconduct will be dealt with by the bar staff on duty at the time of the incident, which will then be reported to the club committee.

   

  All point of sale staff to be trained in crime prevention and drug awareness measures.

   

  A drug policy has been completed for the premises. It will remain on site and be available for inspection if requested.  Staff members to regularly checking all areas of the licensed premises including toilets and other areas that are not easily visible from the bar. This is part of the point of sale staff training.

   

  An incident log book is kept on the premises in which details of crime and/or disorder relating to the premises will be recorded. The incident book shall contain the following details:-

             Time, date, and location of incident.

             Nature of the incident.

             Names, addresses and contact details of persons involved.

             Result of the incident.

             Action taken to prevent further such incidents.

             Retained for a period of no less than 12 months and made available to Lincolnshire Police upon request.

   

  Occupancy of 200 in the whole building.

   

  Signage to be displayed remind members and their guests to leave the premises in a quiet and orderly manner giving consideration to the surrounding area.

   

  No drinking glasses or glass bottles to be taken from the licensed area.

   

  CCTV system is installed on the premises recording and maintained in working order and operated to the satisfaction of Lincolnshire Police. This is a brand new building with newly installed CCTV. The cameras will cover each entrance, exit and all licensed areas as specified by Lincolnshire Police, specifically:-

  a)              There shall be a minimum of one high resolution colour camera, fitted in a weatherproof housing, for external coverage of the entrance.

  b)              There shall be a minimum of one high resolution colour camera fitted to each public entrance/exit. To provide a Guaita head and shoulder image for facial recognition/identification purposes of all persons entering the premises.

  c)              There shall be sufficient cameras able to cope with the normal operating illumination to reasonably cover all licensed public areas.

  d)              Recordings must be kept for a minimum of 31 days and endorsed with the accurate, correct time/date (BST/GMT adjusted)

  e)              Police and/or Authorised Licensing Officers shall be able to attend to view immediate play back of any incident without the necessity for download.

  f)              Recordings of incidents at the premises must be provided to the police following lawful request.

  g)              A member of staff shall be on the premises at all times they are open to the public who is capable of operating the CCTV system and providing recordings on request. When this is not possible recordings shall be provided within 24 hours of the original request.

  h)              Recording equipment shall be housed in a secure room/cabinet where access and operation is strictly limited to authorised persons.

   

  All music levels to be monitored during opening hours to prevent any disturbance to surrounding area.

   

  Signs  to be put up outside front of the building stating the following, No consumption of alcohol is permitted in front of the building facing the residential area. Customers must not congregate outside front of building but to use covered area at the back'.

   

  All doors and windows will be kept closed after 10pm.

   

  Signage to be displayeed requesting those who wish to sit outside after 10pm under the covered area, do so in a quiet and orderly manner so as not to disturb the surrounding area.

   

  Signage to be displayed to remind members and guests to vacate the premises in a quiet and orderly fashion.

   

  The premise shall operate the “ Challenge 25 “ Proof of age policy to prevent the sale or supply of alcohol to persons under 18 years.The policy shall require any person who appears to be under 25 years to produce one of the following forms of identification:-

             A recognised proof of age card credited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)

             Photo Driving License

             Passport

   

  All point of sale staff have undergone training in the “ Challenge 25 “ proof of age scheme and all other relevant policies with a record kept of the date of the training signed by the member of staff and the trainer. Each entry shall be retained for a period of 12 months from date of completion. This record shall be made available for inspection by Lincolnshire Police or other relevant authority.

   

  Under 18 years are not permitted to stand or be seated in the bar area. The bar area is clearly defined in the club and signs are in view.

   

  No hiring the licensed area for private functions ( 18th birthday parties).
