CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
Strong management controls and effective training of all staff so that they are aware of the premises licence and the requirements to meet and promote the four licensing objectives with particular attention to:
a) not selling alcohol to under age people
b) no drunk or disorderly behaviour on the premises
c) vigilance in preventing the use and sale of illegal drugs on and within the premises
d) zero tolerance of violent and anti-social behaviour
e) prevent harm to children
Designated premises supervisor will be the owner and manager and will provide training for staff and keep training records.
· Clear Challenge 25 information will be visible within the premises.
· Notice within the premises stating that drug use will not be tolerated and that the management will remove anyone suspected of drug use and will inform the police.
· CCTV installed and will be serviced as required.
· When the property is closed it is protected by metal bars on windows and metal shutters.
A CCTV system shall be installed, recording and maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police, specifically:
a) There shall be a minimum of one high resolution colour camera fitted in a weatherproof housing, for external coverage of the entrance.
b) There shall be a minimum of one high-resolution colour camera fitted to each public entrance / exit to provide a quality head and shoulder image for facial recognition / identification purposes of all persons entering the premises.
c) There shall be sufficient cameras able to cope with the normal operating illumination to reasonably cover all licensed public areas.
d) Recordings must be kept for a minimum of 31 days and endorsed with the accurate, correct time/date (BST/GMT adjusted).
e) Police and / or Authorised Licensing Officers shall be able on attendance to view immediate playback of any incident without the necessity for download.
f) Recordings of incidents at the premises must be provided to the police following lawful request.
g) A member of staff shall be on the premises at all times they are open to the public who is capable of operating the CCTV system in its entirety and to view immediate playback and providing recordings on request. When this is not possible recordings shall be provided within 24 hours of the original request.
h) Recording equipment shall be housed in a secure room / cabinet where access and operation is strictly limited to authorised persons.
i) All equipment shall have constant time / date generation, which must be checked for accuracy on a daily basis.
j) In the event of a system malfunction, the Designated Premises Supervisor or the Premises Licence Holder must immediately record details of this malfunction in the premises refusal/incident book. Arrangements for its repair must be made without delay.
A clear and legible notice outside the premises indicating the normal hours under the terms of the premises licence during which licensable activities are permitted.
No selling of alcohol to drunk or intoxicated customers.
Staff will be trained in asking customers to behave in an orderly and respectful manner.
A full written risk management plan will be in place detailing why door staff were not employed for events which would highlight an increase of risk at the premises.
This policy will be kept on the premises at all times and presented to any requesting licensing authority upon their request.
When door staff employed the following will apply :
There shall be provided and kept at the premises a register/log book to record details of every person employed on the premises as a door supervisor. The record shall contain the following details:
•The door supervisor's name;
•His/her Security Industry Authority Licence Number;
•The time and date he/she commenced and concluded their duty;
•The door supervisors shall sign each entry.
•The log to be inspected weekly and signed by a member of the management team.
•The log to be retained for a period of no less than 12 months and made available to Lincolnshire police for inspection upon request.
The door supervisors shall be positioned in a prominent location whereby they can control the exit / entry to the venue and shall not be used to undertake other duties.
A written drugs policy shall be in place and operated at the premises. It must detail the actions taken to minimise the opportunity to use or supply illegal substances within the premises and the contents of said policy shall be adhered to. It will allow the use of the itemising machine to swab the premises for drug use. Contravention of the policy contents will constitute a failure to comply with this condition. This policy will be reviewed every 12 months or following a drug related incident, whichever comes sooner. The policy must be available for inspection upon request by an authorised officer of a responsible authority.
Notices within the premises stating that drug use will not be tolerated and that the management will remove anyone suspected of drug use and will inform the police.
All alcohol products will be purchased from established and bona fide wholesale traders and orders / purchases shall only be made by the Licence Holder or the Designated Premises Supervisor. All receipts and invoices (or copies) will be held on the premises and made available for inspection by the authorities on reasonable request. These records will be kept for a period of no less than 24 months.
Right to work checks shall be conducted on all potential employees prior to their employment in any capacity at the venue. Conduct those checks in accordance with the Home Office Code of Practice for employers as current at that time https://www.gov.uk/view-right-to-work.
Retain written records of these checks to contain the following information; date of the checks; identity of the individual (full name; date of birth, country of origin) documents checked and identifying marks; result of the check; date for recheck if required according to the individual status.
Patrons shall not be allowed to enter or leave the premises whilst in the possession of any drink in unsealed containers. For the purpose of clarity, this means any drink whether or not it contains alcohol and leaving the premises includes leaving for any reason whether temporarily or otherwise.

Training provided to staff to ensure adherence to environmental health requirements.
A training log will be completed and retained for a period of 12 months.
All parts of the premises including fixtures and fittings will be maintained in good working order and in a safe condition.
An incident / refusals book shall be kept at the premises, in which details of crime and / or disorder relating to the premises shall be recorded. The incident book shall contain the following details:
· Time, date and location of incident/refusals.
· Nature of the incident/refusal.
· Names, addresses and contact details of persons involved.
· Result of the incident/refusals.
· Action taken to prevent further such incidents.
· Each entry signed by the DPS or other responsible person employed at the premises and so authorised by the DPS; and
· Retained for a period of no less than 12 months and made available to Lincolnshire Police for inspection upon request.
No persons shall sell or supply alcohol at the premises without the written authority of the premises licence holder and all such written records shall be kept securely and made available for inspection to the responsible authorities at their request.
Recorded music will be played at an ambient level.
Deliveries of goods and disposal of waste will be carried out in a manner to prevent nuisance and disturbance.
Customers will be encouraged not to cause any disturbance when entering and exiting the premises.
Refuse such as bottles shall be disposed of from the premises at a time when it is not likely to cause a disturbance to residents.
Notices to be clearly displayed asking patrons to respect the local community and leave the premises quietly.

There shall be no teenage birthday parties or functions.
The premises shall operate the "Challenge 25" Proof of Age Policy to prevent the sale or supply of alcohol to persons under 18 years of age. The policy shall require any person who appears to be under the age of 25 years to produce one of the following forms of identification:
A recognised proof of age card credited under the British Retail Consortiums Proof of Age Standards Scheme (PASS);
Photo driving licence;
Passport.
Notices shall be prominently displayed advising customers of the “Challenge 25” policy.
All point of sale staff shall undergo training in the challenge 25 proof of age scheme and all other relevant policies with a record kept of the date of training, signed by the member of staff and the trainer. Each entry shall be retained for a period of 12 months from date of completion. This record shall be made available for inspection by Lincolnshire Police Officers or other relevant authority.
No person under the age of 18 years shall be permitted on the premises after 21:00, this does not apply in the case of a private function.
A refusal register shall be maintained and be available for inspection for a period of 12 months.
No child under 16 shall be allowed entry unless accompanied by an adult.
