No public entertainments on Sundays, Christmas Day or Good Friday
When the premises are being used for public entertainment, there must be in attendance one officially designated steward for every 50 persons in the licensed premises.

LOCAL GOVERNMENT (MISCELLANEOUS PROVISIONS) ACT 1982 AND FIRE SAFETY OF PLACES OF SPORT ACT 1987
Public Entertainments Licences - Terms, Conditions and Restrictions upon which this Licence is granted
1. There shall be affixed and kept up in some conspicuous place on the door or entrance of the premises so licensed as aforesaid, an inscription in the capital letters (not less than 1” high) in the words following:
“Licensed by the District Council of West Lindsey for public Music, Singing and Dancing, Indoor Sports (if applicable) or other public entertainment of the like kind.”
2. The licensed premises shall not be open for the purpose for which this licence is granted on any occasion when on specified grounds of public health or safety the licensing authority may so signify their desire in writing to the occupier or other person having at that time the control and management of the premises.
3. Police Constables for the County, authorised officers of the Fire Authority and District Council shall whilst on duty, at all reasonable times, be allowed to enter the licensed premises.
4. The licensee shall draw any user’s attention to the full conditions of the licence governing use of the premises.
5. The Licensee shall comply with any reasonable fire prevention and safety measures that may be required of him by the County Fire Officer from time to time and any reasonable recommendations by the Police, and the Council’s Environmental Health Officer.
6. If a statement of fire precautions and safety measures shall have been delivered to the licensee and to the West Lindsey District Council by the County Fire Officer not less than seven days before the date for granting or renewal of the licence, a requirement to comply with any matter contained in such a statement shall be deemed to form part of the conditions upon the grant or renewal of the licence unless the holder shall have objected to it and his objection shall have been upheld by the licensing authority.
7. The licensee and/or person in charge shall maintain and keep good order and decent behaviour and shall not permit drunkenness or other disorderly conduct on the licensed premises.
8. The licensee and/or person in charge shall not allow any lewd, obscene or indecent performances to take place on the licensed premises, or allow any indecent poster, advertisement, film, photograph or programme to be displayed or shown therein.
9. The licensee and/or person in charge shall:
(a) Take all reasonable precautions for the health and safety of the public, performers and employees on the premises:
(b) Ensure that the licensed premises and any fittings, stairways, notices, lavatories and seating are maintained in good order and condition.
10. Adequate and separate sanitary conveniences shall be provided for both sexes.
11. The licensee or person in charge of the premises shall ensure that any noise emanating from or caused by the use of the premises is such as not to cause annoyance to residents in the locality
12. No exhibition, demonstration or performances of hypnotism (as defined in section 6 of the Hypnotism Act 1952) shall be given on any person at the place licensed except with the express prior written consent of the West Lindsey District Council and in accordance with any conditions attached to such consent.
13. Real or artificial smoke shall not be produced in the premises.
14. Laser effect lighting shall not be used except with the prior written consent of The West Lindsey District Council.
15. No alteration shall be made to the building either in construction, rearrangement or public accommodation or exits or otherwise except with the prior written consent of the West Lindsey District Council.
16. The premise shall be provided with suitable exits so placed and maintained as to afford staff, patrons and performers ready and ample means of safe egress. The means of exit from all parts of the licensed premises shall be kept free of obstruction and constantly in such a state as to be available for instant free egress. Exits shall be conspicuously indicated at all other times when the premises are in use.
17. Use of the premises is prohibited for roller discos without specific approval of the West Lindsey District Council.
18. (a) All stage equipment in use on the premises (including all lighting, video or sound amplification equipment and display models) fed from the socket outlets shall be protected by 30 MA residual current devices (RCD’s). (The devices shall form part of the permanent electrical wiring in the building i.e. plug in type RCD’s are not permitted).
(b) On application for renewal of the licence, an N.I.C.E.I.C. Inspection Certificate, signed by a registered and duly qualified Electrical Engineer, included on the approved list prepared by the N.I.C.E.I.C., shall be produced to the Solicitor to the West Lindsey District Council, or other Authorised Officer for the time being of the Council, confirming all RCD’s in the premises are in full working order and specifying that the time taken to operate at 30 MA be not more than 200 milliseconds and at 150 MA not more than 40 milliseconds.
19. All seating units utilising either standard or high resilient polyurethane foam as an in-filling material should be treated with an approved flame retardant in order to satisfy B.S.5852: Part 2: 1982 “Ignitability of upholstered composites for seating by flaming sources”. The treatment should be carried out in accordance with the manufacturers’ instructions and a test certificate provided to the satisfaction of the Fire Authority.
20. Employment of Door Supervisors in premises which are licensed annually for public entertainment:
(a) For the purpose of these requirements the term ‘door supervisor’ shall mean a person engaged, employed or otherwise used on premises, with authority and/or on behalf of the owner, landlord, or licensee, exclusively or mainly to decide on the suitability of customers to be allowed on those premises to exercise control over them and/or to maintain order on those premises.
(b) The Licensee shall not engage, employ or otherwise use the services of any person as a door supervisor on the premises unless that person is, at all times, either registered with or provisionally approved by the S.I.A.
(c) The Licensee shall:
(i) Maintain a daily incident book, which must be completed each time the premises are open to the public with the door supervisors on duty and signed by each door supervisor before commencing duty;
(ii) Ensure details of all incidents attended or dealt with by door supervisors are recorded in the incident book;
(iii) Ensure the incident book is available for inspection by the police or officers of the West Lindsey District Council at all
(iv) times the premises are open to the public and at any other reasonable times;
(v) Retain completed incident books for a minimum period of two years following the date of the last entry in the book.
(d) The Licensee shall ensure all door supervisors carry their identification permit issued to them under the S.I.A. scheme at all times whilst on the premises and produce it on request to the police officer of the West Lindsey District Council.
(e) The Licensee shall immediately notify the West Lindsey District Council and the Chief Officer of Police of the dismissal of any staff employed, engaged or used by him/her in the capacity of a door supervisor, for serious misconduct or other behaviour which might affect the continuation of , or renewal of, his/her registration.
21. All commercial premises which are licensed for public entertainment after 11.00pm must provide a drug amnesty box on the premises.
(a) Each premise will provide a metal strong box, which is lockable and securely attached to the floor or a wall inside the club entrance.
(b) The box will be constructed so that items may be placed in the box without the person coming into contact with the box’s contents.
(c) The premises will be allowed to provide its own box provided the design is agreed with the police.
(d) The police will hold the keys to the box.
(e) Customers entering the club should be directed to the box and allowed to deposit in it anything they wish to prior to being within the area where they could be subjected to any form of search.
(f) Any article found abandoned within the club premises or immediately outside the premises and suspected to be a controlled drug or other dangerous article should be placed in the box.
(g) The police will make arrangements for the box to be checked and emptied as follows:
(i) The keys to the box will be retained at the police station.
(ii) The contents of the box will be checked by an officer of at least sergeant rank, together with another officer and a member of the club staff on a weekly basis or at the request of the club manager.
(iii) The contents of the box will be recorded and disposed of by the police.
NOTE:
If the holder of this licence shall break or disregard any of such terms, conditions or restrictions, he may be liable to a fine not exceeding £20,000 or to imprisonment for a term not exceeding 6 months or both and this licence may be revoked by Order of the West Lindsey District Council.
Additional Conditions where the premises are also licensed for Indoor Sports Entertainments
S E 1 Seating for Spectators
At all times when the premises are used for indoor sporting events where there is a seated audience, gangways of not less than 1.05 metres wide shall be provided, leading direct to exit doors, and gangways of not less than 1.05 metres wide shall be provided intersecting the rows of seating, so that no seat shall be more than 3.7 meters from a gangway, measured in the line of seating.
Where loose chairs are provided as seating and the audience exceeds 200 persons, the seats shall be battened or clipped together in rows of not less than 4 and not more than 12. Where more than 400 seats are provided, seats at the ends adjoining the front, back and across gangways, and seats adjoining exits, must be fastened to the floor.
There shall be an unobstructed seat-way of space at least 305mm in depth, measured between perpendiculars between the back of one chair and the front of the one immediately behind.
No member of the public shall be allowed to sit or stand in the gangways, passages or staircases during any event. The gangways, passages and staircases shall be kept entirely free of chairs, or any other obstructions, at all times during any event.
Where tiered seating is used, such seating shall be installed by a recognised supplier/contractor and shall conform to the appropriate British Standards and shall be secured to the floor to prevent movement.
S E 2 Safety of Spectators
Seating or standing areas reserved for spectators shall be a safe distance from the playing area and where necessary, spectators shall be protected from injury by appropriate screening or other safety measures.
Playing areas shall be segregated from areas reserved for spectators by appropriate means such as ropes or other barriers which are either of a temporary or permanent nature.
S E 3 First Aid
At all times during an event not less than two persons shall be on duty at the premises who shall have suitable first aid qualifications (being at least those qualifications accepted by the British Red Cross Society or the St Johns Ambulance Brigade) and who shall have access to suitable first aid equipment.
S E 4 Stewards
All stewards in attendance shall wear armbands or other device clearly identifying them as such. Predetermined plans for evacuation must exist. All Stewards must be familiar with the plans and at all times during an event carry cards upon which the evacuation plan and their part in the plan are recorded.
S E 5 Ventilation
Adequate ventilation shall be provided for the type of usage at all times during any event.
S E 6 Smoking
Smoking shall not be permitted in any areas within the vicinity of easily combustible items e.g. foam pits, gymnasium equipment etc.
Note:
If the holder of this licence shall break or disregard any such terms, conditions or restrictions, he may be liable to a fine not exceeding £20,000 or to imprisonment for a term not exceeding 6 months or both and this licence may be revoked by order of the West Lindsey District Council
THEATRES ACT, 1968
STANDARD TERMS AND CONDITIONS ATTACHED TO LICENCES
General
1. The licensee shall take all reasonable precautions for the safety of public and all other persons on the licensed premises. If at any time a number of disabled persons or those with mobility difficulties are on the premises, special arrangements must be made for their evacuation in an emergency.
2. The premises and the fittings thereon, including seating, lighting, doors, door fastenings and sanitary accommodation shall be kept in good working order and in a clean and safe condition.
Alterations
3. No alteration shall be permitted to or in the building without the prior written approval of the licensing authority.
Doors
4a. An appropriate number* of exit doors shall be provided so placed and maintained as to provide ready and ample means of escape from all parts of the premises.
(*see the Home Office ‘Guide to Fire Precautions in Existing Places of Public Entertainment and Like Premises’)
4b. The exit doors shall be made to open towards the exit.
4c. Any fastenings, other than those to keep the doors in an open position, shall be capable of being easily and readily opened from within by members of the public. No lock, monkey tail flush or barrel bolt, locking bar or other similar device shall be fitted on any exit door without the consent of the licensing authority.
4d. A notice with the wording “Push Bar to Open” should be prominently displayed immediately above the push bar on all doors fitted with a panic bolt or panic latch.
4e. The exit doors shall be kept clear of obstructions at all times when the public are on the premises.
4f. All exits shall be clearly indicated by an illuminated notice stating ‘Exit’ in letters not less than 125mm (5 inches) high on a green background which notice shall comply with the appropriate current British Standard.
4g. Doors other than exit doors shall be marked ‘Private’ or the use of the room to which they lead indicated.
5. The public shall be permitted to leave by all exit and entrance doors after each performance or entertainment, entrances being considered and treated as exits for all purposes.
Lights
6. A system of secondary (emergency) lighting shall be provided to the satisfaction of the licensing authority. The lighting must be tested and maintained in accordance with British Standard BS5266.
7. All exits and other doors or openings used by the public for the purpose of exit, or unsuitable for that purpose, shall be indicated by notices clearly illuminated by the secondary lighting service or by both main and secondary lighting services, to the satisfaction of the licensing authority.
Heating Appliances
8a. All heating appliances shall be suitably guarded and fixed in position in such a manner so as to prevent unauthorised persons having access to the controls or being able to approach sufficiently close to the appliance to endanger themselves.
8b. Every heating appliance used in the premises shall be situated at a safe distance from any combustible materials or substances. In deciding the safe distance regard should be given to the type of heater and the ease of ignitability of the nearby materials or substances.
8c. Care should be taken to ensure that radiant heaters, particularly those fitted with reflectors, are not directed towards combustible materials and that, wherever possible, they are mounted at a high level above head height, usually 2.5m above floor level.
Note: It is not possible to give definitive advice on the safe distance necessary between heater and combustible material due to the many variable factors involved. Generally any combustible material should not have its temperature raised significantly above the ambient temperature for the area by the effects of direct heating by the appliance.
8d. No oil-fired heaters, other than those forming part of the boiler installations, shall be used in the premises.
8e. No portable liquefied petroleum (LPG) heater shall be in the premises when members of the public are present. Containers of LPG shall be protected against unauthorised interference and accidental leakage. LPG cylinders, both full and empty, shall be kept in safe positions in the open air away from other flammable materials, or where this is not reasonably practicable because of exceptional circumstances, in an adequately ventilated storeroom constructed in accordance with HSE Guidance Notes CS 4 - ‘The Keeping of LPG in cylinders and similar containers’ (HM Stationery Office, ISBN 0 11 883539 4). The storeroom shall not be used for any purpose other than the storage of LPG cylinders. LPG cylinders in use shall be sited outside the structure and with their valves readily accessible in case of an emergency.
Seating and Gangways
9. At all times during which the building is used for performances or entertainments when the audience is seated, passages or gangways not less than 1.05 metres (3 feet 6 inches) wide shall be provided leading direct to exit doors and gangways of not less than 1.05 metres (3 feet 6 inches) wide shall be provided intersecting the rows of seating in such a manner that no seat shall be more than 3.7 metres (12 feet) from a gangway measured in the line of the seating.
In circumstances where more than 250 temporary seats are to be used in the auditorium the following arrangements shall apply:-
(a) chairs or other single seats should be secured together in lengths of not fewer than 4 seats and not more than 12 so that the seats cannot be separated from each other merely by pushing one or more seats in the row (the only exception being chairs in boxes or other approved enclosures); and
(b) between all rows of seats there shall be a continuous and unobstructed space of at least 305 mm (12 inches) between the back of one row of seats and the front of the row immediately behind, measured between perpendiculars.
Where seating for more than 100 people is provided, a seating layout should accompany the application for a licence. A scale plan of the arrangement for seats, gangways and exits should be readily available for inspection.
10. No member of the public shall be allowed to sit or stand in the gangways, passages or staircases during any performance or entertainment. The gangways, passages and staircases shall be kept entirely free of chairs or any other obstructions.
Fire Appliances
11a. The premises shall be provided with such fire appliances as are considered appropriate by the Fire Authority and such fire appliances shall be maintained in proper working order and shall be available for instant use.
11b. The licensee, the person in charge of the premises and all attendants must at all times be alert to the need to protect the premises from fire. They must also be familiar with the position and correct use of the fire appliances provided and the method of summoning the Fire Brigade. The person in charge of the premises shall remain within the premises during the whole of the time when the public are on the premises and the stage is in use for the purposes for which the licence is granted.
Stage Area
12a. Smoking and/or naked lights shall be prohibited on the stage except where it is necessary in connection with the performance and then only with the prior written approval of the licensing authority.
12b. All scenery, drapes, etc., shall, where necessary, be treated with a flame resisting solution (see accompanying notes as to fire retardant treatment).
Spaces under Auditorium
13. All spaces under the auditorium shall be kept clear and free from rubbish and no properties, scenery or any combustible material or article stored be kept there.
Sanitary Accommodation
14. Adequate and separate sanitary conveniences to the appropriate current British Standard shall be provided at the premises.
Attendants
15. A competent person shall be in charge of the safety arrangements during the whole time the public are present, and shall ensure that the capacity of the hall is not exceeded.
16. the number of attendants on duty to assist persons entering or leaving the auditorium shall, in any case, not be less than one for every two hundred and fifty, or part of two hundred and fifty, persons present in the auditorium, and :-
(a) if the number of persons present on any floor or tier does not exceed one hundred, there shall be at least one attendant on duty on that floor or tier;
(b) if the number of persons on any floor or tier exceeds one hundred, there shall be at least two attendants on duty on that floor or tier;
(c) where most of the audience are under the age of 16, the number of attendants on duty shall be not less than one for every 100 or part of 100 within the auditorium and one attendant for every 50 or part of 50 above the lowest floor.
Calling the Fire Brigade
17. The Fire Brigade shall be called at once to any outbreak of fire however slight. Where a telephone is available on the premises a notice giving instruction on how to call the Fire Brigade shall be prominently exhibited. If there is no telephone on the premises a notice indicating the whereabouts of the nearest available telephone in case of emergency shall be prominently exhibited.
Right of Entry
18. Police Constables, the officers of the Fire Brigade and other officers authorised by the licensing authority shall have free ingress and egress and regress to and from the said premises at all reasonable times and the licensee shall produce the licence to which these conditions are attached on request to any such officer.
Good Order
19. It will be the responsibility of the licensee to ensure that good order is maintained upon the premises.
Hypnotism
20. No exhibition or performance of hypnotism shall be given at the premises except with the express consent of the licensing authority and in accordance with any conditions attached to such consent.
Audience Capacity
21. For each performance the maximum number of persons to be admitted to the premises for a closely seated audience shall be as stated on the licence.
Other Conditions (if any)

If the holder of this Licence shall break or disregard any of the Terms and Conditions attached to the Licence he may be liable to a fine of up to £2,500 or to imprisonment for a term not exceeding three months, or both.

Solutions (1) and (2) have been found suitable for scenery and for the coarser fabrics and (2) can also be used for more delicate fabrics and for cotton wool. Solution (3) has also been recommended for the treatment of domestic materials.
The best result is usually obtained by submerging the materials in the solution until they are thoroughly impregnated, and then allowing the surplus solution to drain away. Pressure may be applied but rinsing in water should be avoided as this tends to wash out the protective chemicals.
