ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A tamper resistant CCTV system shall be installed, maintained in working order and operated at the premises and must be ’Fit for Purpose ‘ by complying with the following conditions;
a) The system shall be used to record during all hours that the premises are open to the public.
b) Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc.), a secure storage system to store those recording mediums shall be provided.
c) The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant time and date.
d) The system shall be capable of monitoring and recording satisfactory colour images from each and every camera continually e.g. multiplex facility.
e) The system must be capable of monitoring and recording entrances and exits, and any areas not easily observed by staff, including access areas to toilet facilities.
f) The quality of the images recorded by the CCTV system shall be such that they are of practical value in the promotion of the licensing objectives.
g) Any outside area used for the consumption of alcohol shall be fully covered by CCTV.
h) All CCTV recordings must be made available to Lincolnshire Police and Licensing Authority on request.
i) Signage shall be clearly displayed informing customers that a CCTV system is in operation and recording on the premises.
A defined area shall be provided for dancing, performances of dance and any entertainment of similar description and this area shall be cleared of all non-permanent fixtures and fittings during the activity.
There shall be provided at the premises door supervisors to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for the provision of a licensable activity.
A record/log book shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor.
The record shall contain the following details:-
The door supervisor's name;
His/Her Security Industry Authority Licence Number
The time and date he/she commenced and concluded their duty
The door supervisors shall sign each entry
The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
Each entry shall be retained for a period of 24 months from date of completion.
There shall be a written drugs policy for the premises
All staff will be trained in respect of this policy. A written record shall be kept detailing the following;
Name of the member of staff
Name of the Trainer
Date the Training was completed
Staff member and trainer to sign the authenticity of the record.
Each entry shall be retained for a period of 24 months from date of completion.
All external doors and windows shall be kept closed when regulated entertainment is being provided except in the event of an emergency.
The licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
There shall be placed at all exits from the premises (and in the beer garden) in a place where they can be seen and easily read by the public, notices asking customers to respect the needs of local residents and requiring customers to leave the premises and the area quietly. (Note, this may also include a reference to vehicles).
