CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
This licence shall only authorise the licensable activities to take place across 12 separate events per year.
All licensable activities taking part on the premises shall be organised directly by the premises licence holder only.
No third party bookings shall take place.
Entry to the event shall be by way of ticket or other similar unique and identifiable means only.
here shall be no more than 1500 persons admitted to each event (other than staff, performers and officials). Each person admitted to the event shall be given a unique and identifiable ticket or other means to identify them as a customer.
The premises licence holder shall give not less than three calendar months notice in writing to:
i. Lincoln Police Licensing Office;
ii. Lincoln Police Events Planning Office;
iii. Licensing Authority (WLDC).
Of any event to which the numbers in attendance are reasonably expected to exceed 499.
The premises Licence Holder shall risk assess each event, record in writing the results of such assessment (including the basis of the assessment of the number of persons likely to attend) and prepare a safety plan. The Premises Licence Holder shall retain a copy of such assessments and safety plan for a period of not less than 36 months from the commencement of the event and any such record shall be made available on request to those persons listed in 6 (a) above.
If the Safety Advisory Group, or its equivalent, has indicated that it requires consultation on the event then the premises licence holder shall provide a final safety plan including risk assessments not less than 14 days in advance of each annual event.
The Premises Licence Holder shall follow the guidance and timescales proposed by the Safety Advisory Group (or its equivalent) in relation to events to which this licence applies.
Any bar provided shall be staffed by employees of the site and supervised by the designated premises supervisor.
All staff shall be given training in their responsibilities linked to the licensing objectives, led by the designated premises supervisor or any other personal licence holder designated on their behalf.
Only polycarbonate, non-splintering plastic or paper drinking vessels shall be used when alcohol is being consumed on the premises.
No drink shall be sold in either glass bottles or in any other vessel or container made of glass. Any drink shall be either served in a bottle which is not made from glass or alternatively will be decanted into a container or vessel made from non-splintering plastic, polycarbonate or paper before being given to the customer.
No person shall be allowed to bring alcohol or glass in the licensed area.
There shall be radio communication across the whole site for all security/helpers and the licence holder.
Regular noise checks will be undertaken externally during the course of live entertainment at the nearest sensitive premises.
On any occasion when music is provided, there should be on site a senior member of staff who will be nominated to monitor noise levels and respond to any complaints received.
There shall be in place at the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age;
That policy shall require any person who appears to be under the age of 21 to produce one of the following forms of identification;
i. Full UK Driving Licence
ii. Passport
iii. A recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS)
All point of sale staff shall undergo training in the above policy;
i. With a record kept of the date of the training;
ii. Signed by the member of staff and the trainer;
iii. Each entry shall be retained for a period of 24 months from the date of completion;
iv. This record shall be made available for inspection by Lincolnshire Police Officers or parties acting on their behalf.
A notice or notices shall be displayed in and at the entrance to the premises where alcohol is being supplied that can be clearly seen and read and shall indicate:
a) That it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age
b) That the Challenge 21 scheme is in place
c) That proof of age may be requested at the premises
d) The acceptable means for proof of age shall be;
i. Full UK Driving Licence
ii. Passport
iii. A recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS)
Anyone serving alcohol on the premises shall be at least 18 years of age.
When the licence is in use there shall be a sufficient number of SIA registered security staff employed to control the entry of persons to the event and for the keeping of order throughout the event, and the following conditions shall apply;
A record/log book shall be kept of every person employed in the role of SIA Security.
The record shall contain the following details:-
The person’s name;
His/Her Security Industry Authority Licence Number
The time and date he/she commenced and concluded their duty
The Designated Premises Supervisor or other authorised person shall endorse each entry as having checked the authenticity of each individual.
That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
Each entry shall be retained for a period of 12 months from date of completion.
