CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
A CCTV system shall be installed and (or alternatively where such a system is already installed) shall be maintained in working order and operated at the premises to the satisfaction of Lincolnshire Police ie: ‘Fit for Purpose’ by complying with the following conditions:
All cameras shall be tamper resistant.
The CCTV system shall record a frontal head and shoulder colour image of all persons entering the premises at not less than 120% Rotakin.
The system shall monitor and record all areas of the premises to which members of the public are permitted access whether upon payment or otherwise, whenever an activity authorised by this licence is taking place and/or the premises remain open to the public, whichever is the later.
The quality of the images recorded by the CCTV system shall be such that they are of practical value in the promotion of the licensing objectives by;
a) Clearly showing actions of persons involved in an incident
b) Giving evidence of identity of offenders
c) Showing an overall view of the scene
d) Accurately time and date stamped
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days and must be endorsed with the accurate relevant time and date.
The recordings shall be provided to officers of Lincolnshire Police on request.
Officers of the Lincolnshire Police shall be permitted access to the system at any reasonable time.
During all hours that the premises are open, a member of staff will at all times be on the premises and capable of operating the system to review recordings and provide recorded footage on a removable medium.
Any outside area used for the consumption of alcohol shall be fully covered by CCTV.
There shall be provided at the premises door supervisors to such a number as the management of the premises consider are sufficient to control the entry of persons to the premises and for the keeping of order in the premises when they are used for the provision of a licensable activity.
A record/log book shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor.
The record shall contain the following details:-
The door supervisor's name;
His/Her Security Industry Authority Licence Number
The time and date he/she commenced and concluded their duty
The door supervisors shall sign each entry
The Designated Premises Supervisor or other authorised person shall also endorse each entry as having checked the authenticity of the individual door supervisor.
That record shall be available for inspection on demand by an Authorised Officer of the Council, the Security Industry Authority or a Police Constable.
Each entry shall be retained for a period of 24 months from date of completion.
Children only to be permitted when accompanied by an adult.
Persons under 18 years of age are not permitted to use gaming machines.
There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 21 years to produce one of the following forms of identification:
A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
Photo driving licence
Passport
Any other means of identification approved and accredited in writing by Lincolnshire Police.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate:
a) That it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
b) That proof of age may be requested at the premises and those accepted means for proof of age listed as above.
All point of sale staff shall undergo training in the above policy with a record kept of the date of training, signed by the member of staff and the trainer.
Each entry shall be retained for a period of 24 months from date of completion.
This record shall be made available for inspection by Lincolnshire Police Officers or other parties acting on their behalf.
Rear area to be closed from 23:00 to closure of premises.
Doors and windows to be closed from 23:00 to close of premises, except for access and egress from the building when there is regulated entertainment of live or recorded music.
